Consulting
As an Independent Consultant:
- Technical advisor to the New York State Department of Health on the implementation of The New York State Insurance Exchange as the NYS solution to the Affordable Care Act.
- Led the formation and startup of The Adirondack Regional Community Health Information Exchange. Raised over $4 million in private and public grant funding to establish a community data exchange.
- Established a Regional Extension Center. Staff provided consulting services to physicians that collectively received over $2 million in Meaningful Use stage one financial incentives.
Initiated and led the organization through a merger with the Healthcare Information Xchange of New York (HIXNY) to create data exchange coverage across Northeast New York.
Results
- Architected end-to-end platform from integration engines, quality checks, terminology management, user interface, insight API’s and data analytics.
- Introduced Artificial Intelligence(AI) to the Clinical Data Quality process, reducing 3-day manual data quality testing down to just hours using machine learning algorithms.
- Led deployment and support of Epic payor platform as well as payor solutions from other electronic medical record vendors, including Allscripts, eCW, Athena, NextGen and Practice Fusion.
- Created access to over 15M members medical records for quality, risk, utilization, and care management use cases, reducing record retrieval cost and customer abrasion. Exceeded chart chase saving goals.
- Served as founding member of Da Vinci HL7, deployed real world FHIR API solutions with large health systems for encounter notifications to PCPs.
- Reduced ER visits 20% in IN Medicaid population through the use of ADT notifications to trigger outreach to patients and providers for care coordination and re-direction of patients to primary care providers.
- Improved quality (STAR) measure performance in over 90% of Medicare Advantage markets for follow up post-ER visit (FMC).
